VP Duterte’s ₱817.87-M wealth review covers assets, income, 3 firms

MANILA, Philippines — The forensic review of the alleged ₱817.87 million in unexplained wealth of Vice President Sara Duterte and her husband, lawyer Manases Carpio, examined their assets, income, and three companies linked to them.
Lawyer Alexander Cabrera, a forensic financial analyst, confirmed this during his cross-examination on Monday by defense counsel Kristine Ferrer.
Ferrer had asked Cabrera about the report’s coverage, supporting documents, and available records.

Turning to page 24 of the report, Ferrer identified Metro City Chow Foods Corp., GenCorp Industries Inc., and Cale88 Foods Corp. as the focus of the corporate examination.

Cabrera confirmed each company and acknowledged the limited time available for that work.
“We only concentrated on three corporations,” he said in Filipino.
That company review was part of a wider examination of the couple’s finances, which included bank balances, other personal and real property, income identified through the couple’s accounts, and computed income attributable to the businesses.

Review covered 2022 to 2025
Cabrera also pointed out that the period covered by his unexplained wealth review was from 2022 to 2025, when Duterte was already vice president.
Cabrera’s Table 39, presented before the Senate impeachment trial, gives the exact aggregate of ₱817,874,867, with the following annual totals:

- ₱190,628,012 for 2022
- ₱167,337,227 for 2023
- ₱264,217,123 for 2024
- ₱195,692,505 for 2025
The summary combines undeclared assets and computed undeclared income across those years. It does not describe a single bank balance or an amount simultaneously held at the end of 2025. Asked about its composition Monday, Cabrera confirmed the two broad categories and said the report contained no undeclared liabilities.
The bank portion also covered accounts identified with Duterte, Carpio, the spouses jointly and 888 Bistro, which Cabrera confirmed was Carpio’s sole proprietorship.
The corporate comparisons previously presented under House prosecutor Chel Diokno examined bank inflows against company financial statements.
For GenCorp, the report compared ₱2,580,160,214 in net bank inflows with ₱1,530,938,302 in financial-statement inflows, producing a ₱1,049,221,912 difference over four years.
Metro City Chow’s corresponding difference was ₱98,388,079. Cale88’s peso account comparison showed a ₱35,315,635 difference.
Those company amounts are distinct from the spouses’ personal holdings. Cabrera used Duterte’s recorded 20-percent interest in Metro City Chow and Carpio’s 47.5-percent interest in Cale88. His 20-percent GenCorp calculation was an inference he described as conservative, rather than a percentage registered under Duterte’s name in its shareholder filing.
Ferrer also questioned the report’s format, noting that it lacked a checklist of every document examined. Cabrera acknowledged that absence but pointed to the supporting annex.
When Ferrer asked about a separate list of legal sources, he pointed to citations within the report.
“But there are footnotes,” Cabrera said.

Ferrer then asked whether he had interviewed Duterte, Carpio, their accountants, or their auditor. Cabrera said he did no such interviews had been conducted, saying that his findings were all based on documents.
Cabrera also acknowledged the time constraint when asked whether he had examined every bank transaction furnished to him.
Ferrer asked about the absence of documents coming directly from Duterte and Carpio. Cabrera confirmed that limitation and said he would have considered their material had it been available.
