MANILA, Philippines — President Ferdinand Marcos Jr., on National Teachers’ Day on Monday, said the government is working to expedite the release of teachers’ 2024 Performance-Based Bonus (PBB).

He made the assurance in his speech during the National Teachers’ Day celebration in Quezon City, where he also highlighted the government’s efforts to recognize and support the country’s educators.

As of September 2026, a total of 82,105 teachers and school heads had been promoted under the Expanded Career Progression System, with more than 4,100 education personnel in Region II among the latest to receive promotions.

“Pinagbubuti din natin ang mga benepisyo at incentive — mula sa teaching and medical allowances hanggang sa iba pang suportang nakalaan para sa ating mga guro. Marcos said the government would continue to find ways to improve support, benefits, and opportunities for teachers.

The awarding of the 2024 PBB to qualified government agencies and employees was approved in July 2026, according to the Department of Budget and Management.

It was only approved this year, as the government had to conduct a comprehensive review and restructuring of its performance management and incentive frameworks.

The PBB is a “top-up bonus” given to employees based on their performance and contribution to the achievement of their department’s overall targets and commitments.

Other bonuses received by qualified government employees include the Productivity Enhancement Incentive, which is distributed across the board, as well as midyear and year-end bonuses and a P5,000 annual cash gift.

Meanwhile, Marcos lamented recent incidents of school violence involving students.

This, he said, was the reason why the government strengthens guidance and mental health support in schools by adding school counselor associates and intensifying efforts against bullying and other forms of violence.

“Nagtutulungan ang buong pamahalaan upang maiwasan ang ganitong insidente sa ating mga paaralan. Kailangan natin lahat na maging mulat at handang kumilos. Ang kaligtasan ng kabataan ay tungkulin nating lahat: pamahalaan, paaralan, magulang, guro, komunidad, at bawat isa sa atin,” the president said.

(The entire government is working together to prevent such incidents from happening in our schools. We all need to be aware and ready to act. The safety of our youth is everyone’s responsibility: the government, schools, parents, teachers, communities, and each and every one of us.)

He further commended teachers in their role for the country achieving its strongest performance yet in the Programme for International Student Assessment (PISA).

The PISA 2025 results showed that the country’s mean scores rose to 373 in science, 371 in mathematics, and 367 in reading—up 17, 16, and 20 points, respectively, from its 2022 scores.

The Philippines outperformed 14 countries in science, 16 in mathematics, and 18 in reading, according to the report.
