Who may continue receiving 4Ps aid beyond 7 years?

The Department of Social Welfare and Development (DSWD) said that the extension of the Pantawid Pamilyang Pilipino Program’s (4Ps) maximum seven-year period will apply only to beneficiary families classified under Level 1 (Survival) and Level 2 (Subsistence).

“The extension will apply only to Level 1 - Survival and Level 2 - Subsistence,” said DSWD Assistant Secretary Elaine Fallarcuna of the Conditional Cash Transfer Group.

Fallarcuna said qualified households may continue receiving 4Ps assistance beyond the previous seven-year limit, but they must still meet the program’s eligibility requirements and comply with its conditionalities on health, education and attendance at Family Development Sessions.

The latest Social Welfare and Development Indicator (SWDI) results show that 1,381,625 families are qualified for the extension. Of these, 1,744 are classified under Level 1, while 1,379,881 are under Level 2.

“We would like to emphasize that the extension is not automatic at mayroon pong reassessment ito, every year," Fallarcuna said.

Beneficiaries will undergo annual reassessment using the enhanced SWDI tool, which the DSWD uses to measure a family’s economic sufficiency and social adequacy.

“If a family will be in Level 3 [Self-Sufficient] already next year, the path of that family will be a ‘transition path’ and not on the extension path,” she said.

She added that beneficiaries may exit the program once they reach Level 3 or no longer have monitored children, regardless of how long they have been enrolled.

“It is not based on the number [of years]. It is based on the reassessment to be conducted every year,” Fallarcuna said.

The 4Ps was launched in 2008 and institutionalized through Republic Act No. 11310 in 2019. The program provides conditional cash transfers to poor households to support children’s health, nutrition and education. —LDF, GMA News
