MANILA, Philippines – The People’s Budget Coalition (PBC) and BetterGovPH on Monday, October 26, launched a website that allows the public to track budget increases for congressional districts in the proposed 2027 national budget, including allocations for infrastructure projects.
“We’re launching budget insertions tracker in better.gov.ph so that every taxpayer, every voter, every Filipino can be empowered to demand that their legislators explain insertions in their district,” PBC co-convenor Ken Abante said during the Senate finance committee hearing on Monday.
With this tracker, Abante said the public can determine which districts got the biggest budget insertions and the biggest budget cuts. You can check their dashboard here.
Based on their analysis, the district of Ilocos Norte 1st District Representative Sandro Marcos, son of President Ferdinand Marcos Jr., received the largest budget increase for infrastructure projects among congressional districts in the House of Representatives.
During the hearing, Abante also flagged nearly 7,000 projects worth P190 billion without published project attachments in the House-approved 2027 budget.
PBC also found the following insertions made by the House of Representatives:
- 6,200 Department of Public Works and Highways (DPWH) projects worth 170 million, many of which are for multi-purpose buildings
- More than 200 irrigation projects worth P7 billion
- More than 180 new health facilities worth more than P2 billion
- 315 new farm-to-market roads worth P6 billion.
Abante noted that their analysis has yet to include proposed classrooms in 2027.
PBC also earlier flagged several farm-to-market roads in the proposed budget, with coordinates pointing to the sea. – Rappler.com
