RI backs blue carbon to balance growth, sustainability

Jakarta (ANTARA) - Indonesia's Minister of National Development Planning Rachmat Pambudy highlighted the urgent need to mainstream blue carbon to balance economic growth, environmental capacity, and ecosystem sustainability.

"Through the launch of the 2026-2045 Blue Carbon Ecosystem Protection and Management Roadmap, Indonesia officially transforms its climate strategy from a land-based approach to a holistic land-and-ocean strategy," Pambudy said in an official statement received here on Tuesday.

The National Development Planning Ministry noted the roadmap, launched on September 21, 2026, carries the vision of protecting and optimally managing Indonesia’s blue carbon ecosystems to deliver meaningful contributions to environmental sustainability, global climate resilience, and coastal community well-being.

Indonesia holds a strategic position in global climate action, with 3.45 million hectares of mangroves and 660,000 hectares of seagrass capable of storing up to 3.4 gigatons of carbon.

The roadmap, which will be implemented in stages through 2045, aims to unlock this potential while strengthening coastal resilience against climate impacts and sustaining fishery productivity.

Beyond cutting carbon emissions, the roadmap is expected to open up innovative financing and investment opportunities, improve national data quality, and reinforce cross-sector policy synergies to support the coastal economy.

Minister Pambudy outlined four key directives to guide the roadmap's implementation, starting with the integration of cross-sector policies and regulations.

The remaining directives focus on establishing a single-window data system and international-standard Measurement, Reporting, and Verification (MRV) framework, leveraging innovative financing, and ensuring inclusive benefits for coastal communities.

Going forward, the roadmap is expected to strengthen cross-sector policy and programme synergies, improve the quality of data and scientific bases, unlock innovative financing and investment opportunities, and build community capacity to safeguard coastal ecosystems on the path toward Golden Indonesia 2045.

The strategic document was prepared by the National Development Planning Ministry alongside the Indonesia Climate Change Trust Fund (ICCTF), with financial support from France's Agence Française de Développement (AFD), and implemented by World Resources Institute (WRI) Indonesia.

According to the same statement, AFD’s Deputy Country Director in Indonesia, Caroline Edant, said the AFD has supported the ICCTF since 2022 in drafting the strategic roadmap.

The support is expected to create sustainable conditions for the protection and restoration of blue carbon ecosystems, which are crucial in addressing the climate crisis through both mitigation and adaptation.

Edant also expressed France's commitment to work with the Indonesian government to turn the roadmap into concrete action in the years ahead.
