Govt taps SEZ-integrated vocational training for industry alignment

Jakarta (ANTARA) - The Indonesian Ministry of Manpower is preparing a four-month vocational training program integrated with industry needs in Special Economic Zones (SEZs).

Manpower Minister Yassierli said in a statement in Jakarta on Thursday that the model is designed to equip workers with competencies aligned with corporate demands, ranging from workforce needs mapping to job placement facilitation.

He emphasized that vocational training must be oriented toward mastering skills required by the job market, rather than simply chasing enrollment numbers.

"SEZs will become ecosystems comprising not just industry, but also supporting educational institutions, vocational training, internship participants, as well as startups and MSMEs (micro, small, and medium enterprises)," Yassierli said.

To support this integration, the ministry outlined the SEZ Skills Ecosystem model, a collaborative framework bringing together SEZ administrators, resident companies, Vocational Training and Productivity Centers (BPVP) or vocational institutes, local governments, certification bodies, and business incubators.

The collaboration aims to align training with industry demand and evaluate participants' competencies in accordance with recognized standards.

The four-month program combines two months of training at a BPVP with two months on-site at an SEZ, allowing participants to gain foundational skills alongside practical work experience in an industrial setting.

Implementation involves a six-stage integration process, starting with the mapping of job roles, staffing needs, required competencies, and recruitment timeline.

Second, designing training modules based on competency units, standard operating procedures (SOPs), equipment specifications, quality control, and occupational safety and health (OSH) standards.

Third, delivering training through a joint instruction team covering theory and core practical skills.

Fourth, offering structured work experience supported by hands-on mentorship. Fifth, conducting assessments and certification aligned with recognized standards.

Meanwhile, sixth, building a talent pool, providing recruitment support, tracking job placement outcomes, and driving continuous program improvement.

The success of this model will be measured across three key performance indicators: the percentage of graduates employed within three months, worker retention rates after six months, and industry satisfaction with hired personnel.

These metrics will serve to evaluate how well the training meets corporate needs and ensure the long-term sustainability of job placements.

Yassierli expressed hope that SEZs can drive economic growth while expanding job creation.

"The integration of vocational training with industry is expected to help companies meet skilled workforce needs and to create more job opportunities for the public," he remarked.
