Marcos institutionalizes gov't spending tracking platform 'COMPASS'

President Ferdinand Marcos Jr. has institutionalized a centralized platform that will allow the public to track government budget, spending, and the implementation of projects.

Marcos signed Executive Order No. 126 on September 28, institutionalizing the Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS).

“Kapag pera ng bayan ang pinag-uusapan, dapat malinaw kung saan ito napupunta. Hindi dapat mahirap alamin kung magkano ang inilaan, saan ginastos, at ano ang naging resulta. COMPASS lets the public follow every peso,” Executive Secretary Ralph Recto said in a statement.

From tracking budgets, Malacañang said COMPASS will now provide information on the actual implementation of projects, including their financial performance, implementation and completion status, procurement information, and other transparency-related data generated throughout the national budget cycle.

Further, the order directs government agencies to submit and update relevant information through COMPASS while local government units are encouraged to use the platform.

COMPASS will also be linked to existing digital systems, including the integrated Financial Management Information System, Budget and Treasury Management System, Philippine Government Electronic Procurement System, Digital Information for Monitoring and Evaluation, and the E-Gov PH App.

Meanwhile, the COMPASS Council will oversee the platform.

Malacañang said the council will be chaired by the DBM and co-chaired by the Department of Information and Communications Technology. The Department of Finance and the Department of the Interior and Local Government (DILG) will serve as members. —VAL, GMA News
