Interim Bangsamoro Parliament enacts 94 laws since 2019

COTABATO CITY – As the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) transitions from an interim regional government to a regular parliament, the Bangsamoro Transition Authority (BTA) said it has enacted 94 laws since 2019.

The BTA Media Affairs Office said Tuesday the 94 Bangsamoro Autonomy Acts (BAAs) have provided the legal framework for the region’s establishment, operation, and development.

The laws cover areas of governance, public administration, education, health, social protection, human rights, local government, electoral affairs, public finance, culture, and other matters within the region’s autonomous powers.

The legislation included establishing the official Bangsamoro symbols and emblems of government representing the region’s autonomy, political identity, and cultural heritage.

The major measures enacted during the transition period are the six priority codes mandated under the Bangsamoro Organic Law (BOL): the Bangsamoro Administrative Code, Bangsamoro Civil Service Code, Bangsamoro Education Code, Bangsamoro Local Governance Code, Bangsamoro Electoral Code, and the Bangsamoro Indigenous Peoples’ Act.

The BTA Media Office also reported that during the transition period, the BTA enacted laws on transitional justice, establishing and strengthening Bangsamoro institutions, creating and upgrading hospitals, providing for social and labor protections, establishing municipalities, setting the region’s parliamentary districts and electoral framework, and appropriating funds for the operation of the Bangsamoro Government.

The BTA parliament recorded 474 bills and 823 resolutions filed during the 2019 to 2026 transition period.  Unacted bills would be archived unless refiled by interim parliament members who were elected during the historic BARMM elections.

Following the Sept. 14 first regular Bangsamoro parliamentary elections, the Bangsamoro is now set to transition to its first regular Parliament, with 80 elected members set to assume office on Oct. 30.
