MANILA, Philippines — A new identification system for persons with disabilities (PWDs) will use a centralized database and QR code verification to help prevent fake and duplicate IDs and make it easier for qualified cardholders to claim benefits, the National Council on Disability Affairs (NCDA) said.

The Unified Persons with Disabilities ID System (UPWDIS) introduces a standardized ID with a unique alphanumeric number and QR code that establishments can scan to verify a cardholder’s identity through the national database.

The NCDA said the system is designed to make verification more secure and address difficulties PWDs encounter when claiming their legally mandated benefits. It also aims to prevent the fraudulent use of existing IDs while ensuring qualified cardholders can access their privileges.

The unified ID carries the same purpose and privileges as existing PWD identification cards, according to the council. Under the system’s implementing order, a three-year transition period will allow for phased implementation.

Benefits covered by existing disability laws include a 20% discount and value-added tax (VAT) exemption on qualified goods and services, including medicines, medical and dental services, public transportation fares, and certain restaurant, accommodation and leisure expenses.

These privileges also apply to group meals at restaurants and other food establishments, provided the purchase is for the exclusive use, enjoyment or availment of the PWD, as stipulated under Republic Act No. 10754, the law expanding PWD benefits and privileges.

The NCDA said QR code verification is intended to reduce disputes and delays at payment counters, including cases involving people with non-apparent disabilities whose conditions may not be immediately visible.

Under NCDA Administrative Order No. 001, series of 2026, IDs for persons with permanent disabilities are valid for life, while those for persons with non-apparent disabilities are subject to revalidation every five years.

The centralized database is also intended to help connect PWDs with education, employment and social protection programs by improving the availability and integration of information used to deliver government services.

The system builds on Republic Act No. 7277, or the Magna Carta for Persons with Disabilities, as amended by Republic Act No. 9442 and Republic Act No. 10754. These laws provide protections and benefits intended to promote the rights, welfare and participation of PWDs.

Under the Magna Carta and related laws, qualified PWDs are entitled to educational assistance and protections against discrimination in employment. The centralized registry is intended to help government agencies identify eligible beneficiaries and improve access to targeted programs.

The NCDA said eligible applicants may register through their respective local government units (LGUs), Persons with Disabilities Affairs Offices (PDAOs), or city and municipal social welfare and development offices.

The council also reminded public and private establishments to honor benefits provided under disability laws, warning that refusing to grant legally mandated privileges may violate applicable laws and regulations. /dm
