Indonesia targets concrete green investment at COP31 in Turkiye

Jakarta (ANTARA) - Indonesia is aiming to secure concrete green investments and international climate partnerships at the upcoming 31st UN Climate Change Conference (COP31) in Antalya, Türkiye, to bolster national food security, environmental protection and sustainable economic growth.
The strategy was outlined by Coordinating Minister for Food Zulkifli Hasan during a ministerial preparation meeting in Jakarta on Monday (October 12), where strengthening the national carbon market was highlighted as a central mechanism to unlock international climate financing.
"The Indonesian delegation to COP31 must bring home substantive cooperation and concrete investments to support nature conservation and national green growth," Zulkifli said in an official statement received in Jakarta on Monday.
He emphasized that Indonesia's participation in international climate forums must yield actionable outcomes achieved through cross-border investments across strategic sectors.
To support this vision, the government issued Presidential Regulation No. 110 of 2025 concerning the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control.
Speaking earlier at the Indonesia International Sustainability Forum (ISF) 2026 on October 6, Zulkifli revealed that Indonesia’s annual carbon market potential is estimated at US$7.7 billion.
According to the Financial Services Authority (OJK), between its September 2023 launch and September 30, 2026, the Indonesia Carbon Exchange recorded Rp93.97 billion (approximately US$5.25 million) in accumulated transactions across 1.98 million tons of carbon dioxide equivalent (tCO2 e) with 160 registered users.
He added that the government has issued carbon units for four forestry sector projects with an emissions reduction potential of around 30 million tCO2e.
These projects carry an estimated transaction value of Rp5 trillion (US$279.33 million) and are projected to generate non-tax state revenue of Rp500 billion (US$27.93 million).
Zulkifli, who leads the Steering Committee for Carbon Economic Value (NEK) and the Environmental Fund Management Agency (BPDLH), stressed that cross-sector coordination is increasingly urgent as climate change directly threatens agricultural yields through droughts and land fires.
Priority green investment areas targeting COP31 include smart agriculture, low-emission rice cultivation, silvofishery systems as well as blue carbon conservation in coastal mangrove areas.
In waste management, the government is collaborating with the investment management agency Danantara and local governments to develop waste-to-energy facilities that reduce methane emissions.
COP31 is scheduled to run from November 9 to 20, 2026, in Antalya, Türkiye, where the Indonesian delegation aims to finalize cross-border partnerships aligned with the nation's broader development goals.
