Marcos declares holidays in 7 areas in September, October

MANILA, Philippines — President Ferdinand R. Marcos Jr. has declared special non-working days in seven localities across the country to allow residents to fully participate in their respective founding, charter or fiesta celebrations.

Under Proclamation No. 1437, Sept. 21, Monday, is a special non-working day in Aguinaldo, Ifugao.

The municipality marks its founding anniversary on Sept. 20, which falls on a Sunday.

Upon the request of the Office of the Mayor, the holiday was moved to Sept. 21 to give residents the opportunity to fully celebrate the occasion.

Marcos also issued Proclamation No. 1438 declaring Sept. 29, Tuesday, a special non-working day in Tayabas City, Quezon province, in celebration of its city fiesta.

Under Proclamation No. 1439, Sept. 30, Wednesday, is also a special non-working day in the Bagabag, Nueva Vizcaya, to mark the municipality’s founding anniversary.

The President also declared Oct. 2, Friday, a special non-working day in Dinagat Islands under Proclamation No. 1440 in celebration of its charter anniversary.

Meanwhile, Proclamation No. 1441 declared Oct. 5, Monday, a special non-working day in Del Gallego, Camarines Sur, which will mark its founding anniversary.

Under Proclamation No. 1442, Oct. 7, Wednesday, is a special non-working day in Guipos, Zamboanga del Sur, to mark the celebration the town’s 35th Araw ng Guipos.

The President also issued Proclamation No. 1443 declaring Oct. 8, Thursday, a special non-working day in the City of Koronadal, South Cotabato, in celebration of its 26th charter anniversary.

The proclamations said the special non-working days would give residents the “full opportunity to participate in the occasion and enjoy the celebration.”

All seven proclamations were signed on Sept. 15 by Executive Secretary Ralph Recto, by authority of President Marcos. 

Under the rules of the Department of Labor and Employment, the “no work, no pay” principle shall apply to employees who do not work during the special non-working days, unless there is a favorable company policy, practice or collective bargaining agreement granting payment on these special days.

If employees work on one of these special non-working days, they earn 130 percent of their daily rate for the first eight hours. If it also falls on their rest day, the rate goes up to 150 percent. /gsg
