November domestic flight fuel surcharge capped at 40 percent: Ministry

Translate

Jakarta (ANTARA) - Indonesia's Transportation Ministry has maintained the maximum fuel surcharge for domestic economy-class flights at 40 percent of the applicable fare ceiling for each service category in November 2026.

"The 40 percent figure is the maximum fuel surcharge that airlines may impose. It does not mean that airfares will increase by 40 percent," Director General of Civil Aviation Lukman F. Laisa said in Jakarta on Monday.

The cap remains unchanged from October 2026, as the average jet fuel price as of November 1 stood at Rp23,315 per liter, within the price range of more than Rp21,950 to Rp25,900 per liter.

Laisa explained that the fuel surcharge is a separate cost component listed separately from the basic fare on passenger tickets.

The surcharge is determined under Transportation Ministerial Decree No. KM 1041 of 2026 on fuel surcharges resulting from fuel price fluctuations for economy-class passengers on scheduled domestic commercial flights.

The evaluation takes into account average jet fuel prices published by aviation fuel suppliers and the price ranges stipulated in the decree.

The Directorate General of Civil Aviation emphasized that the 40 percent ceiling is not mandatory for all airlines.

Airlines may set fuel surcharges below the maximum limit, depending on their operational conditions, business strategies, and market competition, provided they comply with applicable regulations.

"The ministry will continue to monitor the implementation of fuel surcharges and airlines' compliance with flight fare regulations," Laisa said.

Airlines are also required to maintain service quality in line with their respective service categories. The application of fuel surcharges must comply with the prevailing fare ceiling.

Through regular reviews of jet fuel prices and airfare implementation, the ministry aims to balance affordable air travel for the public, the operational sustainability of airlines, and national air transport connectivity.
