MANILA, Philippines — The Philippine Coast Guard (PCG), Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) on Wednesday kicked off a three-day exercise in Manila to test their response to a major earthquake.

The “Pagsasanay Sanlakas” will simulate a major earthquake requiring the three services to coordinate search and rescue, retrieval operations, emergency response and assistance to affected communities, the PCG said.

Running from Sept. 30 to Oct. 2, the exercise will be held at the PCG National Headquarters and designated areas in Manila.

It includes tabletop and field exercises intended to test how the PCG, AFP and PNP coordinate personnel, resources and decisions during a major disaster.

The tabletop portion will put the agencies’ response plans, communication procedures and decision-making processes through a simulated earthquake scenario, while the field exercise will test how those plans translate into operations on the ground.

“Preparedness is our strongest defense against disasters,” PCG Deputy Commandant for Operations Vice Adm. Edgar Ybañez said at the opening ceremony.

“Through exercises such as ‘Pagsasanay Sanlakas,’ we strengthen not only our individual capabilities but, more importantly, our ability to operate as one team when the lives of our people are at stake,” he added.

The activity is the second inter-agency exercise conducted under the joint education, training and doctrine mechanism of the PCG, AFP and PNP.

Rear Adm. Christopher Meniado is serving as exercise director.

PNP education and training director Maj. Gen. Bowen Joey Masauding, AFP acting deputy chief of staff for education and training Brig. Gen. Glenn Joy Aynera, and PCG Deputy Chief of Staff for Education and Training Commodore Noemie Cayabyab also took part in the exercise. /gsg
