新一份《施政報告》推出11項加強版「組合拳」，鼓勵生育措施。政務司副司長卓永興表示，中期目標是令出生率不要出現「斷崖式」下跌。

卓永興出席立法會相關委員會會議時表示，推動生育措施要考慮資源，政府會在力之所及範圍，盡量締造生育友善環境。
