Lagos charges officers to drive innovation

The Lagos State Government has urged Learning and Development Schedule Officers across the state public service to embrace a culture of continuous innovation and measurable impact.
The Head of Service of the state, Bode Agoro, gave the charge while speaking at Bootcamp 3.0 organised for Learning and Development Schedule Officers in Lekki from Thursday to Saturday.
According to a statement signed by the Head of Public Affairs Unit at the Ministry of Establishment and Training, Omisore Babatunde, the HoS said the officers play a critical role as custodians of institutional knowledge and change agents.
Agoro said, “As Learning and Development Schedule Officers, you occupy a position of strategic importance. This Bootcamp 3.0 is a deliberate intervention to move beyond the traditional models of training and embrace a culture of continuous learning, innovation, and measurable impact.”
He also urged participants to return to their respective Ministries, Departments, and Agencies equipped to measure true return on investment rather than mere workshop attendance.
Also speaking at the event, the state Commissioner for Establishments and Training, Afolabi Ayantayo, said that human capital had remained the greatest asset under the leadership of Governor Babajide Sanwo-Olu.

He added that building a future-ready, professional, and agile workforce required moving away from viewing training as a mere administrative routine.
“We must now measure success by tangible performance improvements: resolving operational bottlenecks, enhancing inter-departmental collaboration, and directly translating into better, faster, and more courteous service delivery for the citizens of Lagos State,” Ayantayo noted.
Highlighting the administrative milestones of the initiative, the Permanent Secretary, Ministry of Establishments and Training, Dr Olubusola Abidakun, said, “Over the next three days, our goal is to transition our L&D officers from administrative coordinators into strategic performance architects that exhibit noble impacts through learning agility, precise needs analysis, and robust post-training evaluation.”
The state noted that the initiative, themed “From Learning to Impact: Strengthening Capacity for a High-Performing Public Service,” was a deliberate institutional shift from traditional, box-ticking compliance training towards a metrics-driven culture focused on tangible workplace transformation and data analytics.
The state Ministry of Establishments and Training is known to regularly organise capacity-building and in-service training programmes for public workers across different cadres to enhance service delivery and productivity.
