PAC calls for greater transparency in tax collection

The Public Accounts Committee (PAC) has called on the Ghana Revenue Authority (GRA) to intensify efforts to recover outstanding taxes owed by public institutions and businesses cited in the Auditor-General’s reports.

The committee tasked the authority with verifying the outstanding amounts and recovering payments from organisations, including Ghana Airports Company Limited, Ghana Water Company and the Electricity Company of Ghana.

The call followed the GRA’s report that it had exceeded its tax revenue target by the end of September.

The committee’s chairperson, Abena Osei Asare, commended the GRA and the Auditor-General for their efforts but stressed the need for greater transparency in tax collection, noting that taxpayers should pay only what is required by law.

Officials from the National Pensions Regulatory Authority (NPRA) also attended the hearing, with the Ministry of Energy and Green Transition and its agencies scheduled to appear before the committee next.

At a separate engagement on Thursday, October 15, the committee met officials of the National Petroleum Authority (NPA), where the authority’s Chief Executive Officer, Mr Godwin Kudzo Tameklo, reported progress in addressing licensing irregularities.

He disclosed that, as of May 2026, 93 per cent of the affected vehicles had obtained the required licences, while the remaining 7 per cent had been suspended pending compliance.

Mr Tameklo warned the public against siphoning fuel from tankers involved in road accidents, emphasising that the practice is unlawful and punishable under the law.

The committee also praised the Electricity Company of Ghana for repaying GH¢1.3 billion out of the GH¢1.4 billion in outstanding taxes owed to the GRA, following irregularities identified in the 2025 Auditor-General’s Report.

Deputy Chief Executive Officer of the Petroleum Commission, Nasir Alfa Mohammed, reaffirmed the commission’s commitment to regulatory compliance. He assured the committee that individuals and entities found to have violated the law would face appropriate sanctions, including administrative penalties.

Meanwhile, the Chief Executive Officer of the Ghana National Gas Company, Madam Judith Adjobah Blay, addressed concerns over the company’s unoccupied office properties in Kumasi and Takoradi.

She also outlined measures to raise awareness of pipeline safety and prevent encroachment associated with illegal small-scale mining, commonly known as galamsey. In addition, she assured the committee that the company would complete its corporate social responsibility (CSR) senior high school infrastructure projects by the end of the year.

The committee urged the company’s management to put the vacant properties to productive use or dispose of them if they were no longer needed for its operations.
