The Department of Environment and Natural Resources (DENR) said it is working to advance a strategic and coordinated response to climate-related loss and damage.

The DENR is developing the national framework in partnership with the Climate Change Commission (CCC) and the United Nations Development Programme (UNDP) Philippines, according to a press release issued by the agency on Saturday.

DENR Secretary Atty. Juan Miguel Cuna said the initiative comes at a critical time, as Filipinos continue to face challenges from climate-related events.

“Every year, millions of Filipinos experience the impacts of extreme weather events, from homes damaged by typhoons and floods to livelihoods disrupted by droughts and changing weather patterns. While communities continue to adapt to climate change, many impacts can no longer be avoided, creating losses that affect lives, culture, health, livelihoods, and local economies,” Cuna said.

“Recognizing these growing challenges, the Philippines is developing a national Climate-related Loss and Damage Framework and Strategy that will guide how government, development partners, and other stakeholders work together to support communities affected by climate impacts. The strategy seeks to strengthen coordination, improve access to financing, enhance knowledge and data systems, and ensure that assistance reaches those most affected,” he added.

For this initiative, the government convened the first meeting of the Development Partners Coordination Group on Climate-related Loss and Damage (L&DDPCG), which is designed to align financing, technical assistance, and institutional support in line with the framework's priorities.

DENR said this mechanism will help strengthen coordination across development partners, reduce fragmentation, identify gaps and opportunities for collaboration, and mobilize resources for vulnerable communities.

During the meeting, the agency said participating agencies agreed to establish systems-focused workstreams to unite key government bodies and development partners in implementing the strategy.

“These workstreams will support policy development, financing solutions, local action, and institutional strengthening,” the DENR said.

According to the DENR, the key government agencies working alongside development partners to implement the framework are:

  • DENR
  • Department of Economy, Planning, and Development (DEPDev)
  • Office of Civil Defense (OCD)
  • Department of Social Welfare and Development (DSWD)
  • Department of Science and Technology (DOST)
  • Department of the Interior and Local Government (DILG)
  • Department of Social Welfare and Development (DSWD)
  • Department of Agriculture (DA)
  • National Commission on Indigenous Peoples (NCIP)
